I also did like 20 tries before having something decent after the first storm, if I even made it that far in certain runs, with my main problem was scouts not finding people efficiently, getting a series of bad events in a row (frozen soil limiting the thumper production, steam core failure or roots limiting the hothouses and generator malfunction doubling the coal production all in a row during one run) or getting too many people killed resulting in the city not functional before the storm.

Laws (in what I think is the right order): 24h shift / extended shift / children shelter / medical apprentice / radical treatment / care house / arena / extra rations / public house / house of prayer / shrine / prosthesis and then others Tech (same mess): beacon / coal thumper / steam hubs / tier 1 / wall drill / hothouse / steel factory / generator heat upgrade / bunkhouse and then others You need roughly 45 additional people to have your city running properly if I remember well, so go exploring the wastelands fast.

This is a bit fuzzy, but for a normal run, the way that worked the best was having a full extended shift city, with 1 steel factory, 1 wall drill, 1 coal thumper with 3 or 4 gathering posts, 1 steam hothouse, 2 workshops, 2 medical posts before the first storm runs in. So building coal thumpers/gathering hubs near mines would be great idea here as these are only used during working hours.

Another tip is to go to a steam hub setting at a place where there are no houses/med posts/infirmaries/ect and make sure that it is set to 8 till 6pm setting (unless doing emergency shifts) to save coal. Also, never build something outside a hub unless it is something for resources where heaters would be a much cheaper option, 2 coal for 3 heat vs 9 coal for 3 heat for that 1 building with a single steam hub. Build steam hubs 1st and strictly build around the range then repeat somewhere else with minimal overlaps and make sure that there are no empty heated areas in each steam hub range so build on them. Also have you rushed homes and the cheaper home tech as this can also help due to the insane insulation bonus. With the overdrive setting on the generator I like to never make sure that it reaches 0 as you can use it and drop temperature setting by 1 or 2 to save coal so you can focus on more food. Replace med posts with infirmaries as these have an insulation bonus and are much more efficient Heat the poor overworked cooks as cook house have poor insulation Another tip is to reject the warm homes request as I personally find it the hardest promise to keep along with the build more homes one easiest thanks to how cheap tents are. I also recommend using coal mines in case either source gets disabled in an event. Did you upgrade the steam hub range as this can unnecessary eat up coal along with generator range tech? Be careful with that as that tech turns the extra range on all your steam hubs so you manually toggle off on all of them 1 by one unless for uncommon circumstances.
